The Deposit Stopped One Subheading Short
Heading 3823 of the tariff schedule covers the fatty acids and the industrial fatty alcohols together. Commerce's scope named four of its subheadings on Tuesday and left 3823.70 alone, so the same Indonesian plants that now post a 35.97 percent cash deposit on stearic acid ship the alcohol at nothing. And the alcohol line is the only one in the chain with a real third origin.
Heading 3823 of the tariff schedule is one sentence, and it carries two different products: "Industrial monocarboxylic fatty acids; acid oils from refining; industrial fatty alcohols."
Tuesday's preliminary determinations named four subheadings out of that heading.
They stopped at 3823.19.
"If the acid posts 35.97% and the alcohol out of the same plant posts nothing, which one does an Indonesian producer want to sell you in January?"
