Bayer's Tariff Relief Runs Out Before the Reactor Starts
Bayer committed $2.2 billion to a campus in New Albany, Ohio on Friday. The drug substance module runs in 2031. Every rate concession written into the pharmaceutical proclamation, the zero and the twenty and the fifteen, has either expired or stepped up to 100 percent before that date.
A $2.2 billion press release has two numbers in it that decide anything, and both of them are years.
2031 for the first module. 2034 for the second.
Bayer put its name on a new manufacturing campus at the New Albany International Business Park on Friday, with Governor Mike DeWine and JobsOhio standing next to it. Around 600 permanent jobs, around 1,500 construction jobs, a flexible modular design, oncology and cardiovascular and renal care.
The first module does drug substance, and it is scheduled to be operational in 2031.
The second does drug product and is planned for 2034.

What Ohio Actually Bought
JobsOhio is putting up to $30 million into an Ohio Life Science Training Center, and the City of New Albany, the State of Ohio and The New Albany Company are adding nearly $8 million between them.
Bayer will pursue a Job Creation Tax Credit from the Ohio Department of Development.
The training centre opens in summer 2027, which is roughly four years before there is a drug substance module for anyone trained in it to work in.
Workforce pipelines genuinely do run that far ahead of commissioning, so take it as a marker of how long this build is rather than a complaint about the sequencing.
Neither release carries a tonnage, a reactor volume or a campaign capacity, so there is nothing yet to put in the ledger except a dollar figure and two dates.
