Four More Rubbers, and the Queue Still Hasn't Moved
Treasury docketed four more petitions to the Superfund taxable-substance list on Wednesday, three of them from Zeon on its own NBR, sSBR and lithium-battery binder latex. That makes twelve pending, the youngest 293 days old against a statutory clock of 180. Also on the file: the TSCA collection that reaches 26,829 companies, fifty extra days before the Tris deposits start, Ercros clearing at zero on its way off the exchange, and a 1930 tariff statute the ITC just reopened.
Zeon Chemicals asked the Treasury Department this week to put an excise tax on its own nitrile rubber.
Three petitions from Zeon reached Wednesday's Federal Register: NBR at a proposed $9.54 a ton, sSBR at $9.75, and the modified SAN latex that goes into lithium-ion battery binder at $10.33. AOC Resins and Coatings filed the fourth, on the vinyl acetate-dibutyl maleate copolymer that keeps molded polyester from shrinking, at $7.71.
Each notice carries the same sentence: this is not a determination.
That sentence is doing a lot of work, because the queue those four just joined is now twelve petitions deep and Treasury has not answered any of them (chart below).
