The Pigment Floor Is Set at Today's Price
Britain's Trade Remedies Authority published its Statement of Essential Facts on Chinese rutile titanium dioxide on October 6, recommending 48.29% on the LB Group and 63.66% on everyone else. The percentages are the part that gets quoted. The part that moves your landed cost is the fixed minimum underneath them, £0.66 and £0.87 a kilo, which the TRA's own impacts analysis says is already equal to the percentage at current prices. Britain's Trade Remedies Authority published its Statement of Essential Facts on Chinese rutile titanium dioxide on October 6, and the trade press took the two numbers off the front of it.
48.29% for the LB Group and the other cooperating exporters. 63.66% for everyone else.
Those are the small numbers.
The TRA is recommending a mixed duty, and paragraph 667 of the SEF defines what that means in one clause: a measure "consisting of fixed and ad valorem rates, the highest of which will be the duty collected." Under the percentages sit two fixed minimums, £0.66 per kilogram for the cooperating tier and £0.87 for the residual one.
A floor only matters if the price can reach it. This one has already been reached.
