Twelve Kilograms a Week, If You're New
Commerce published the polysilicon anti-stockpiling rule this morning, two days after it took effect. New importers of record are capped at twelve kilograms a week until December 4, everyone else gets measured against a historic average only Commerce can see, and the first month of public data that could show a surge does not publish until October 6. Also on the file: a 117 percent subsidy rate on Chinese tromethamine, a rubber accelerator deadline that moved only fourteen days, and graphite electrode deposits that now reach back to May 1.
Twelve kilograms a week.
That is the entire lawful import allowance under HTSUS 2804.61.00, until December 4, for any company that registered as an importer of record on or after August 6. Seven kilograms across the five doped-element lines, 2,000 units on one photovoltaic subheading and 55 on another.
The rule carrying those numbers published this morning at 91 FR 60505. It took effect Tuesday.
